It's my pleasure to say a few words in support of the nomination of Robert Shelby.

The reality is that judicial vacancies are down by 20 percent from last year and, in fact, they are at their lowest level in nearly 3 years.

We, too, as a Congress, we are a legislative body with limited jurisdiction, even though we do not always act like it.
