Now, if this same approach is used by an illegal alien who has entered after the enactment of this law, assuming it is enacted into law, will not this 3- or 3½-year period, whichever it is, amount to a de facto enforcement holiday during which time ICE will not be able to apprehend anyone once they claim to be eligible for RPI status?
