“There is no question that circumstances have changed from where we were a year ago. We acknowledge that we have this war on terrorism. We have homeland security concerns, so the situation has changed. We ought to change the way we are figuring out what we are doing about the budget. If we have to go borrow more money from a bank to buy a car or a house, we have to tell the bank a story about how we are going to pay them back. That is just common sense. But we do not have that story here. We are not telling people that story. We are telling the American people we want to borrow more money that is going to be on their backs and the next generation and the next generation, with no story about how we are going to pay it back. So let us all agree that the situation has changed. Let us all agree that we have a tough job ahead of us. Let us roll up our sleeves and work together and come up with some kind of plan on a going-forward basis to put us back in a position of fiscal responsibility.”
