I think this is one area where clearly the money that we are putting in has the potential to really do a huge amount of good for people's lives.
This legislation would require Federal law enforcement agencies to fully report to Congress on their payments to confidential informants as well as the amounts they have received through their work or cooperation with informants.
But if a guy has been arrested in 43 States, he should not be eligible as a confidential informant, especially one highly paid. Zero credibility. That's disgraceful.
