I do believe, in principle, that if you want the best result, you are going to look to the people at the most local level.
This legislation would require Federal law enforcement agencies to fully report to Congress on their payments to confidential informants as well as the amounts they have received through their work or cooperation with informants.
I think what the President's budget proposal was is an embarrassment, and it's not something I could support.
The only way we can protect them is actually have somebody looking over the shoulder to make sure they're telling the truth.
