Madam Speaker, I yield myself such time as I may consume. I simply just want to note for the record that, quoting from the CBO report of June 7, 2010, regarding H.R. 2142: ``Finally implementing H.R. 2142 could lead to more effective management of government agencies at a lower cost. Any such savings would depend on amounts provided in future appropriations acts.'' I just wanted to note that for the record. The intention of this is good. I think in a bipartisan way, we want the government to become more efficient. How we do that--well, there are some disagreements, but the intention of this bill I think is a positive one. With that, I yield back the balance of my time.
