One of the things that brother me personally is you have the acting director of the ATF, Kenneth Melson, in almost 2 1/2 years that he was there, he met with his boss, the attorney general, Attorney General Holder, one time.

This legislation would require Federal law enforcement agencies to fully report to Congress on their payments to confidential informants as well as the amounts they have received through their work or cooperation with informants.
