On rollcall No. 74 I was unavoidably detained. Had I been present, I would have voted ``nay.'' The SPEAKER pro tempore. The question is on the passage of the bill. The question was taken; and the Speaker pro tempore announced that the ayes appeared to have it.

This should be the national imperative that drives us all to fund it properly and to truly, truly make a difference.
I think this is one area where clearly the money that we are putting in has the potential to really do a huge amount of good for people's lives.
