I think as we look at this particular piece of legislation and what was passed before in the biological survey, this is one thing the body could see the importance of, taking care of private land. If anything is sacred in America, it should be that. To think that these highhanded people could come on, using the good-neighbor policy that we had in the 1980's and pushing people around, I think the gentleman is right on. This is an excellent amendment and probably should be included in every piece of legislation that we do dealing with private and public ground. I commend the gentleman for his amendment and support it completely.
