There is probably nothing that is more divisive and more contentious than is this rule in the West with farmers and ranchers.

There is a difference just being heard and then feel like, well, they heard me, but then they ignored everything I said.

I would ask for your commitment that you will include the State and the local communities who have a stake in this.

How in the world could anyone sit and listen to this and go, 'You know, that's OK with me, use the Federal government as contractors to go suppress free speech.'?
