There is a sucking sound out of New York, there is a sucking sound out of Michigan, out of all the Great Lakes States, the northeast States. There is a sucking sound moving the money mostly into the South and the Midwest, and those are the people who yell the loudest about getting Government off our backs and not wanting Government to be a part of solving their problems. Let us really take a close look and have an honest dialog about this whole matter about which States' populations are paying more into the Federal coffers, who is paying for the Medicare and Medicaid, who is paying for the defense budget. Let us take a close look at it and have an honest dialog about it. I thank the gentleman for his comments, and I am quoting, you know, for the benefit of Rush Limbaugh and all the others, I am quoting from a document called the Federal Budget and the States, Fiscal Year 1994 and an introduction by Daniel Patrick Moynihan, and it is published by the offices of Senator Daniel Patrick Moynihan and the Taubman Center for State and Local Government of the John F. Kennedy School of Government, Harvard University. So, I urge you, Mr. Limbaugh, to have your folks get a copy, and you can check and see that everything that I am saying today is well analyzed, and well documented, and acceptable, and you ought to offer it to your audience as a dialog, as part of a dialog of honesty, about what is happening in the finances for the United States of America.
