I would like to talk about a very important aspect of the kind of war against terrorism which I think the United States should wage. I would like to talk about a dimension of that war which is very seldom discussed. We are in the process now of preparing for our budget. The vote on the budget may come as early as next week. In that budget, the largest increase is $48 billion for the military and for homeland security, items which are designated as part of the war against terrorism. I want to talk about that in terms of its being utilized in a new way, of being expanded so that it has a greater impact against terrorism than the present administration foresees. The emphasis of the present administration is too much on the military and too little on foreign aid and other kinds of necessities that are needed, both at home and abroad. I think the discussion before on Social Security is relevant here, also, but today, earlier, we took some steps which I think weaken our war on terrorism.
