the gentleman from Vermont [Mr. Sanders] was implying before that the challenge to us is to stop them from making products in other countries with the cheapest possible labor and then bringing them back here to sell them duty free. That option is gone already. NAFTA is like the international law. GATT is international law. You cannot stop them anymore from bringing those products back. We will be violating the treaties that we have already agreed to.
