also, the Leadership Conference on Civil Rights has opposed this fast-track national testing initiative. They have given very sound reasons for opposing it. To help the children of America, a bipartisan school reform package with substance is needed. We do not need gimmicks, we do not need block grants, we do not need national testing. Vote ``yes'' on this amendment to prohibit the usurpation of the powers of the Congress.
