Did we really look the other way? If the French were continuing to arm the Hutus, did they not choose sides and consider that they wanted to be on the side of the victim and they really wanted the Hutus to succeed? I am not saying the French Government, knowingly, from Paris, but certainly the representatives of the French Government in Rwanda. And the Belgians, I think they withdrew in order to make it easier for the Hutus to slaughter the people they wanted to slaughter. So they were all choosing the Hutus as the winners, obviously. Ms. McKINNEY. This was a civil war as well as a genocide.
