“The attack on education is one of the most baffling elements of the approach by the present majority of the House of Representatives to the Federal Government and its priorities. The attack on education comes at a time when we are in a global competition with other industrialized nations for the markets of the world, and that competition is likely to get worse. Everybody has conceded that education is a vital component of whatever effort this Nation puts forward in order to be economically competitive, now and in the future. We have had a continuum of concern expressed about education since President Reagan appointed a commission, and that commission came back with a report entitled "A Nation at Risk." "A Nation at Risk" was a report that alarmed many leaders in America.”
