I do not think that that is a violation of anything the founders had in mind, and I do think that is something that a member of the House could never, ever do.

It may very well be that the solution to the problems that we talk about as a dysfunctional Senate lies somewhere other than amending the filibuster rule.

I hope that you will energetically continue to find solutions to all of the agencies challenges as you work to promote the security of our nation.

I do share a sense of significant unease over what has been happening in the Senate.
