I do not use holds as a regular device. Very, very seldom, do I put a hold on any nomination, and I always do it publically.

If you kill the industrial base of solid rocket motors now with this action, in 2015 you cannot get it back.

I do not think that is what the original filibuster rule had in mind, but it has become the norm.
