I can understand the impulse for a moratorium. I am not at all sure that a blanket moratorium as broad as this one will produce any higher degree of safety than a more targeted kind of thing.
So I think the rule change that said it is a constitutional supermajority of all the Senators duly sworn is a step in the level of accountability for one's position with respect to a piece of legislation.
