the majority has chosen to focus on what it believes to be the abuse of the filibuster by the minority, but these hearings have also revealed how the Majority Leader can abuse the rules of the Senate to limit debate and amendment.
It may very well be that the solution to the problems that we talk about as a dysfunctional Senate lies somewhere other than amending the filibuster rule.
We should be very, very careful as we proceed in these waters because we can mess things up pretty badly.
