I think I share with Senator McCain the concern that for all of the rhetoric we have not laid down the marker that this Nation is going to go forward with nuclear power, with reprocessing in a very vigorous fashion.

I can understand the impulse for a moratorium. I am not at all sure that a blanket moratorium as broad as this one will produce any higher degree of safety than a more targeted kind of thing.
