It may very well be that the solution to the problems that we talk about as a dysfunctional Senate lies somewhere other than amending the filibuster rule.
So I think the rule change that said it is a constitutional supermajority of all the Senators duly sworn is a step in the level of accountability for one's position with respect to a piece of legislation.
