If we were to increase the number of nuclear plants, not just continue the current 20 percent, but if we were to say let us drive toward 30 percent or even 40 percent of American electricity generated by nuclear, how big a reprocessing plant would we need, and would we need more than one?

I do not think that is what the original filibuster rule had in mind, but it has become the norm.
