Mr. Chair, I would like to engage the gentleman from Georgia (Mr. Price) in a colloquy. I was wondering if it were possible for the gentleman to yield the Congressional Black Caucus maybe 4 to 6 minutes of his time. We have many speakers, and we have worked very hard on this budget. You know, the majority gets its way, but the minority ought to get its say.
