Well, the rule, Mr. Speaker, is really clear. It says that the provisions of the House Concurrent Resolution 27, as adopted by the House, shall have the force and effect in the House as though Congress has adopted such concurrent resolution. I am hearing that we have adopted it, so have we? In order to take up these appropriations bills, we are supposed to have passed that. I am on the budget conference committee, and I didn't recall that we had passed it, sir. So I renew my inquiry as to whether or not we are operating under a passed budget resolution that has passed.
