The Congressional Black Caucus has always been known as the conscience of the Congress because we understand budgets, and these initiatives to break the collective bargaining agreements are being presented to us in the context of a budget. And we all know that budgets are not about numbers, and this is proof of that. It's about values. And where you place your money is where you place your heart.
