I believe in a unitary executive, and so I don't think any Cabinet secretary can make commitments because ultimately we have a boss.

I think this puts the American people in a really difficult situation because every year they ask, 'Are we going to get our visas? Are we not going to get our visas?'

What I am suggesting is that we have a healthcare system that imposes a number of mandates and that is as a Nation getting increasingly, increasingly expensive.
