Mr. Chairman, earlier this year a bipartisan group of House and Senate Members, a bipartisan group of Members from both bodies, introduced identical bills, and basically we said that this issue of collective bargaining ought to be the same. That, in my view, is the same as it is now. That, in my view, is what the Shays amendment was. It was unimaginable to us then and it is unimaginable to me now that we would reduce the ability of the President to act in a national security situation. That is why I believe this amendment should be rejected.
