“I rise in support of this technical corrections bill. I also want to acknowledge that there is a lot of work left to be done. We will not make our country as secure as it needs to be in just a few short weeks, months or possibly even years. It is tempting for us in the Congress to think that if we can just pass a bill or we can spend more money, then we will have solved the problem. That is probably not true with most problems. It is particularly not true here. In fact, I have said that if we spend the whole Federal budget on something called homeland security, we will still not have eliminated the terrorist threat to the United States. Instead, we have to do it the harder way. We have to really understand the problems, we have to set priorities, and we have to have the sense of urgency that is required coupled with a thoughtfulness that indicates that we are really doing the right thing. There is a tension there that I think a lot of us on both sides of the aisle feel.”
