I support this amendment. I want to commend Chairman Skelton and Chairman Berman and Chairwoman Lowey for working together. It is something that does not often happen in this body to have three different Chairs work together on a common purpose. In addition, Mrs. Davis from California and Mr. Davis from Kentucky have been pushing this very same issue. Mr. Chairman, if we're going to be successful against the terrorists or any other number of challenges we face, we have to have all the instruments of national power and influence working together, not only coordinated, but integrated, so that it is a seamless unit. I hope, as others have said, this is a first step. But it is clearly only one step towards greater reforms that need to take place to ensure that it is one integrated unit when this country seeks to accomplish things. I appreciate the spotlight being shown on the problem through this amendment. And I hope that we have this sort of cooperation going forward in the future as well.
