The bottom line is you have to read the amendment and the words that are in it. The amendment says we can spend no money for any part of the Department of Defense pursuant to the AUMF after December 31, 2014. {time} 1600 Now, we can have a very interesting discussion about how the AUMF should be updated, about different authority that could take its place, but none of that is before us. What is before us is that it basically says, no funding shall be used. It essentially repeals the AUMF. Now, I realize the gentleman is trying to precipitate further debate, but the fact is terrorism is not going away. This prohibits any U.S. military action, not only in Afghanistan, but anywhere in the world that al Qaeda or its affiliates may have traveled. This stops all of that. My point is that there is too dangerous a risk in a world where there are too many people still trying to find new, innovative ways to attack us and kill as many Americans as possible. We can't take that risk. Therefore, I urge my colleagues to reject this amendment, and yield back the balance of my time. The Acting CHAIR (Ms. Ros-Lehtinen).
