I support the National Defense Strategy. I completely agree--and I think it makes sense to put greater emphasis on great power competition.

I support en bloc package No. 2, and I yield back the balance of my time.

I think that ought to alarm all of us who care about this institution and care about our ability to work together on behalf of the country's national security.

I think it is a mistake to look at a problem and say we can't be constrained by resources.
