H.R. 6304 may well be one of the most important pieces of legislation we pass this Congress. For 4 months America has been more vulnerable to attacks by our enemies, because of the refusal by some to bring a commonsense bill to the floor to help the Intelligence Community protect Americans. Many of us would have preferred the bill passed by the Senate. Although this bill may not be ideal, it does represent a compromise between House and Senate Republicans and Democrats. This compromise preserves our ability to conduct a strong, effective foreign intelligence program. I urge my colleagues to support this legislation.
