the cost of malpractice insurance has steadily risen, which has caused many insurers to drop coverage or raise premiums. Doctors and others have been forced to abandon patients, particularly in high-risk specialties such as emergency medicine and obstetrics and gynecology. H.R. 4600, the HEALTH Act, will cap noneconomic damages at $250,000, and limit the contingency fees lawyers can charge. This will reduce the number of medical malpractice claims and make medical malpractice insurance affordable again. Patients will receive better and less expensive health care. By improving the medical malpractice system, the HEALTH Act will enhance the quality of care for all patients. I urge my colleagues to support this legislation.
