I will work with the gentleman, the gentleman from Texas (Mr. Paul), and others who might be interested, to draft and enact legislation this Congress that will prevent the Department of Transportation, or any other agency or department of the executive branch, from establishing or requiring a national ID card that might result from the aforesaid rules proposed in the Federal Register on June 17, 1998.
