In my opinion, CARB, in their development of the regulation, did not consider the interplay of their regulation with previous public investments made to reduce locomotive emissions.
They are not an entity unto their own. And they have gotten out of control, and they are irresponsible.
Despite such action in the House, we have yet to see any movement in the Senate from Leader Schumer and his majority.
