The first thing is that this amendment does not include the MQ-9 Reaper that the gentleman mentioned. It does not make a preference for that. I also take exception to the ``hatred'' comment that was made here. Look, the border security in the United States has issues. The Border Patrol says we need to help find those illegal gangs that are coming into the United States. This is not about the surveillance of Americans and spying on Americans. It is on the border. I yield such time as he may consume to the gentleman from Texas (Mr. Cuellar), who represents part of the Texas border, the city of Laredo.
