This is the amendment that I mentioned to the majority that I was going to introduce at this time, and it is in order because it is No. 9, which was stated to me by the Clerk as No. 9. So it is in order. The Acting CHAIR. The Clerk has read amendment No. 9, and the Chair will rule on amendment No. 9. The Chair finds that this amendment includes language imparting direction. The amendment therefore constitutes legislation in violation of clause 2 of rule XXI. The point of order is sustained, and the amendment is not in order. Amendment No. 10 Offered by Mr. Poe of Texas
