I thank the gentleman for his comment about having faith in judges. As a former judge, I appreciate that comment. When the ADA legislation was debated here on this House floor in 1990, there was discussion about this whole issue. The purpose of the ADA legislation that passed Congress was to fix the problems that businesses had in accessibility for the disabled. It was not designed for punitive damages at all. It was designed to fix the problem. That is why the underlying legislation that we are sponsoring today makes businesses move in a timely manner if there is a violation. So this would change the whole concept of the ADA. Mr. Chairman, I oppose this legislation, and I yield back the balance of my time. The CHAIR.
