I think that is ordinarily the right process to follow. In this case, this bill, this substitute took considerable time and was the result of extended negotiation among a great many Senators. And I know my friend from West Virginia has gone through those extended negotiations before and surely will again. This was filed as soon as there was agreement that brought people together in an area that is my hope we should be able to find consensus. We should be able to find consensus on targeting violent criminals. That is what this bill endeavors to do. I yield the floor. The PRESIDING OFFICER. The Senator from New York.
