Mr. President, I will wrap up momentarily and then will be happy to yield to my friend from Oklahoma for his very reasonable time allocation suggestion. I would note that the Senator from Maryland suggested the problem of Congress affirmatively approving this is that it could be subject to delay; that Congress might not take it up. I would note for my friend from Maryland that I would certainly be amenable to a friendly amendment to my amendment that required expedited consideration of an Iran deal without the ability to filibuster but with the requirement that it receive the affirmative approval of both Houses of Congress. So the specific problems my friend from Maryland suggested could be avoided. We could put in a short but expedited time period, if necessary, but what is critical, I would suggest, is that Congress has to ultimately approve this; that we take responsibility. If the deal is a good one, then the majority of Congress should support it. If it is not a good one, then it will not receive the approval of the majority of Congress. So I would ask my friend from Maryland if that would be a friendly amendment that he would be open to in reaching a compromise. The PRESIDING OFFICER. The Senator from Maryland.
