So if I understand correctly, we are agreed now this is not the regular order. The Senate is not following the regular order that would have been taking up the House budget resolution and voting on that. That is not what is being pursued here, which is why the majority is seeking unanimous consent to set aside the rules. But let me ask the question, if I might----
