It allows the majority leader Harry Reid to fully fund ObamaCare with just 51 Democratic votes. That means for the Republican side of the aisle that any Republican who votes along with Harry Reid--and you quite rightly know that Leader Reid and presumably all of the Democrats will vote for cloture on a bill with which most, if not all of them disagree.
