I thank my friend from Illinois, and I would ask him, if the position he is championing is the regular order, then why is it the Democrats are asking unanimous consent to set aside the regular order to go to conference? The only reason unanimous consent is needed is because you are endeavoring to circumvent the regular order, and by doing so opening the door for a procedural trick to raise the debt ceiling with 50 votes rather than 60.
