I call up my motion to instruct conferees, which is at the desk. The PRESIDING OFFICER. The clerk will report the motion. The legislative clerk read as follows: The Senator from Texas [Mr. Cruz] moves that the managers on the part of the Senate at the conference on the disagreeing votes of the two Houses on the Senate amendment to the bill H.R. 4521 be instructed to insist that the final conference report include section 3258 of the Senate amendment, which requires a report identifying ``major areas of diplomatic, energy, infrastructure, banking, financial, economic, military, and space cooperation . . . between the People's Republic of China and the Islamic Republic of Iran'', regarding the policy of the United States to limit such cooperation through terrorism-related sanctions imposed on the Central Bank of Iran and the Islamic Revolutionary Guard Corps, as such sanctions are necessary to limit such cooperation. The PRESIDING OFFICER. Under the previous order, there will now be 2 minutes of debate, equally divided, prior to a vote on the Cruz motion to instruct.
