I want to address these remarks to the families of the victims, those who were injured on September 11. One of the best provisions of this bill is that this Congress has provided a method whereby all those injured, the victims of those who have died, will have full recovery for their economic and noneconomic damages by the establishment of a special master. The Treasury of the United States has been opened by the Members of this Congress to ensure that every family will receive just recovery. It is one of the best provisions of the bill, and I urge my colleagues to support it.
