I would merely close by again commending the gentleman from California (Chairman Horn) on his leadership in this effort to improve the debt collection practices of the Federal Government. I think the taxpayers are the winners for the effort that he has made along with the efforts of the gentlewoman from New York (Mrs. Maloney) on working on this issue for many years.
