the House is being asked today to do something that no family or no business in this country would do, and that is embark on major financial decisions without first having a budget. The Congressional Budget Act was passed for the purpose of requiring this Congress to act on a budget first. Irrespective of the technicalities, clearly the spirit of the Budget Act is being violated here today. The 33 members of the Blue Dog Democrat Coalition are working hard today to send the message to all of our friends in this House that it is important to have a budget first. Democrats want the largest tax cut we can afford, but how in the world do you know how large a tax cut you can afford until you first go through a budget process? It matters not what budget I am for. It matters not what budget the President is for. It matters not what budget you are for. The process is that we all work together. We debate it out, and we vote and we have a budget. And when you do, you then know how big a tax cut you can afford.
