I represent 19 counties in the Second Congressional District in Southeast Texas, all of those counties were declared a disaster area during the recent tragedy of the Tropical Storm Allison. I think we all come to the floor today with a deep sense of gratitude for the many who worked so tirelessly to help in that disaster. I want to mention three organizations that I know were among the private sector organizations that helped the victims of Tropical Storm Allison, that is the Salvation Army, the American Red Cross, and Texas Baptist Men. Those three private organizations, in addition to literally scores of others, helped so rapidly and so efficiently and effectively along with our many State and Federal agencies during that time of crisis. While the greatest damage was in Harris County, there was significant damage in all of the 19 counties that I represent. There has been over 63,000 contacts made to FEMA just in the last few weeks, so we all express our gratitude at this moment to the many who helped during that time of crisis.
