we all know it is the first duty of this Congress to protect and provide for the defense of the American people. In the first days of the 21st century, this means that we have to do everything we can to protect America from terrorist attack. After September 11, the question that each of us must answer is are we doing all we can to protect America. With only 3 percent of our cargo containers being checked as they enter American ports, can we say that we are doing enough to close that security gap?
